Steven J. Healy was the Director of Public Safety at Princeton University from 2003 through 2009. He is a Past President of the International Association of Campus Law Enforcement Administrators (IACLEA), and twelve year member of its Government Relations Committee. As President of IACLEA, Steven contributed significantly to the national dialogue about campus safety and security in the aftermath of the tragic rampage-shooting incident at Virginia Tech in April 2007.
He has appeared on numerous news programs and talk shows including CNN with Lou Dobbs, ABC Nightly News, CBS, the Fox Network, MSNBC, and National Public Radio. He testified before the Senate Committee on Homeland Security and Governmental Affairs on the topic of “Security on America’s Campuses.” In May 2007, he was invited to testify before the House of Representatives Committee on Education and Labor on the topic of “Best Practices for Keeping America’s Campuses Safe.”
Prior to Princeton, Mr. Healy was the Chief of Police at Wellesley College in Wellesley, MA, and served as Director of Operations for the Department of Public Safety at Syracuse University. Mr. Healy is a 1984 graduate of the United States Air Force Academy and spent 10 years on active duty with the United States Air Force as a Security Police Officer. He is a frequent speaker at national conferences and seminars on issues related to campus safety and security and serves as a subject-matter expert for the U.S. Departments of Education, Homeland Security, and Justice. He is IACLEA’s representative to the NACUBO “National Campus Safety and Security Project” and to EDUCAUSE’s “The IT Role in Campus Safety” project.
In addition to numerous webinars and presentations for national, state and local professional associations, Mr. Healy has been a featured speaker and panelist on campus safety and security for the National Association of College and University Business Officers (NACUBO) and the American College Personnel Association (ACPA).

Curt Brungardt, Ph.D., is the Omer G. Voss Distinguished Professor of Leadership Studies and the Executive Director of the Center for Civic Leadership at Fort Hays State University in Hays, Kansas. He specializes in political leadership, community organizing, and social justice. Dr. Brungardt is also the President of the Board of Directors and the co-founder of Jana’s Campaign Inc., which was created in the honor of his step-daughter Jana Mackey who lost her life to dating violence. Jana’s Campaign is a national education and violence prevention organization.

Abigail Boyer is the Assistant Executive Director of Programs, Outreach, and Communications for the Clery Center for Security On Campus. Working in the non-profit field since 2007 as an educator, trainer, and speaker, Abigail presents nationally on topics related to the Clery Act, dynamics of sexual and domestic violence, victims’ services, and non-profit outreach. Prior to her work at the Clery Center, Ms. Boyer served as the Community Outreach Coordinator for The Crime Victims’ Center of Chester County, Inc. and was instrumental in the development and implementation of prevention education programs targeted towards students, parents, and other community members.

Annie E. Clark and Andrea L. Pino are co-founders of the national organization End Rape On Campus (EROC), and lead complainants in the Title IX and Clery complaints against the University of North Carolina at Chapel Hill. They are contributing writers to the Huffington Post, MSNBC, and The Chronicle Vitae. After directly working with New York Sen. Kirsten Gillibrand, they helped write the Bi-Partisan Campus Safety and Accountability Act. In 2013, Clark and Pino were listed alongside President Barack Obama as two of the most influential forces in higher education. Their work has been featured in The New York Times, Vogue, CNN, Good Morning America, The Melissa Harris-Perry Show, NPR, and other media outlets.

Dr. Deborah Wilson currently serves as the George Mason University Associate Athletic Director for Academic Services. From 2011-2012, she served as chair of the NCAA Committee on Sportsmanship and Ethical Conduct. Through her work with the NCAA, Dr. Wilson was the lead author of the handbook released in 2014 entitled Addressing Sexual Assault and Interpersonal Violence: Athletics’ Role in Support of Healthy and Safe Campuses.

Dr. Kimberly Dickman has worked in the Sexual Assault Prevention and Response program for the Air Force for 9 years at the base level, at the Pentagon and now at the Air Force Academy. Her background in education, mental health counseling and human sexuality guides her role in both prevention of and response to sexual violence.
Kimberly defiantly refuses to believe that sexual violence is inevitable and with our collective powers, she knows that it is preventable. To not believe this, to be dulled by the statistics, to be defeated by apathy would mean sacrificing our sons and daughters, our sisters and brothers which she is not willing to do. Dr. Dickman’s engaging presentations absorbs audiences and has transformed thinking.

Brenda Tracy, RN, Survivor, Activist
Brenda Tracy is a nurse, mother, activist, and survivor. In 1998, she reported to police that she was brutally raped by four men, two of whom played football at Oregon State University. In 2014, Tracy found the courage to come forward with her story and now seeks to make the world a better place for survivors. Ms.Tracy has worked closely with Oregon legislators to expand victims’ rights and has successfully helped to pass seven laws, which includes extending the Oregon statute of limitations to prosecute rape and mandatory testing of all rape kits in Oregon. Ms.Tracy has won numerous awards and was named ESPNs 2016 top 25 women. She sits on the NCAA Committee to Combat Sexual Violence and is a frequent guest commentator on CNN and ESPN. Ms. Tracy is the founder of the national campaign #SetTheExpectation and she travels the country speaking to university students, athletes and nonprofit organizations.

During her time at Baylor, Crawford worked with hundreds of sexual assault and intimate partner violence victims and survivors. Although she improved Baylor's Title IX policies and procedures, she ultimately filed an official complaint with the Office for Civil Rights and resigned her position. The presentation will focus on her experiences with the hope of helping other institutions with their responses to gender and relationship violence.

2019 Speakers and program information
The Deputy Director/National Representative reports to the Director and serves as the Agency’s “master mediator” of high profile collective bargaining disputes and is responsible for developing and coordinating increased engagement with FMCS customers for future relationship development and mediation opportunities in key industries and occupations. The Deputy director also is responsible for mentoring the Agency’s next generation of major dispute mediators and serves as the management Chair of the Mediator Partnership Council. The Deputy Director handles a variety of assignments to support the initiatives, policies, and programs of the Director of FMCS and represents the Director in meetings of various national, state, and area organizations concerned with labor relations and conflict resolution matters to explain and promote the use of FMCS services by employers, unions, and government entities.
Scot L. Beckenbaugh, who serves as FMCS Deputy Director/National Representative, joined the Agency in 1988. He was appointed Western Regional Director in January 2004, having served as Regional Director for the Upper Midwestern Region since 1997. He was the Director of Mediation Services (currently Regional Director) for the Upper Midwestern Region for two years and, before that, he was a field mediator stationed in Des Moines, Iowa. In addition to providing the full range of FMCS services to the labor management community in Iowa, he served as the Minneapolis District Alternative Dispute Resolution Coordinator. Mr. Beckenbaugh has also served on an interim basis as the Agency’s Acting Director on three occasions. Deputy Director Beckenbaugh is the Agency’s “master mediator” of high profile disputes. He has mediated national master agreements in the aerospace, national defense, professional sports, cereal, heavy equipment manufacturing, aluminum, grocery, health care, meatpacking, and aritime industries. He has extensive experience in public sector dispute mediation, as well as in regulatory negotiations, public policy, land use, and civil rights disputes. A longtime member of the Association of Labor Relations Agencies, Mr. Beckenbaugh also serves on the ALRA Executive Board. From 1986 to 1988, Mr. Beckenbaugh was a Member of the Iowa Public Employment Relations Board (PERB). Prior to his appointment as Member, he was an Administrative Law Judge and Director of Mediation Services for Iowa’s PERB. He also had a private arbitration practice and was listed with FMCS. He has served on the Twin Cities Labor Management Committee and for two terms as Chairman of the Industrial Relations Advisory Council at the University of Minnesota. He has taught at the high school, junior college, and university level and was a bill drafter and research analyst for the Iowa Legislature. Mr. Beckenbaugh holds a B.A. in Political Science from the University of Northern Iowa and an M.A.P.A., with an emphasis in Industrial Relations, from the University of Iowa. |
Casey Gwinn, Esq. serves as the President of Alliance for HOPE International.
Casey has been recognized by The American Lawyer magazine as one of the top 45 public lawyers in America. He is an honors graduate of Stanford University and UCLA School of Law. Casey served for eight years as the elected City Attorney of San Diego from 1996 to 2004. Prior to entering elected office, Casey founded City Attorney’s Child Abuse and Domestic Violence Unit, leading the Unit from 1986 to 1996 – prosecuting both misdemeanor and felony cases. The National Council of Juvenile and Family Court Judges honored his specialized prosecution unit as the model domestic violence prosecution unit in the nation in 1993. In 2002, Casey saw his vision of a comprehensive Center for services to victims of family violence become a reality in San Diego as he led the effort to open the nationally acclaimed San Diego Family Justice Center with professionals from 25 agencies together under one roof. His leadership as a prosecutor has been widely credited for the 90% drop in domestic violence homicides in the City of San Diego since 1985. In October 2003, President George W. Bush announced a national initiative to begin creating Family Justice Centers across the country and asked Casey to provide leadership to the effort. Today, Casey and his team support more than 130 open and developing Family Justice Centers in the U.S. and around the world. He is also an expert in the handling of near-fatal strangulation assaults. Casey has served on the U.S. Attorney General’s National Advisory Committee on Violence Against Women and the American Bar Association Commission on Domestic Violence. He chaired the California Attorney General’s Task Force on Domestic Violence. He also served on the congressionally created Department of Defense task force, studying the handling of family violence throughout the Department of Defense. His work has been profiled nationally on the Oprah Winfrey Show, CBS The Early Show, USA Today, The Huffington Post, New Yorker Magazine and a host of other news outlets. Most recently, Casey received the Ronald Wilson Reagan Public Policy Award from the U.S. Department of Justice, Office for Victims of Crime. He has authored or co-authored a host of articles and media commentaries and ten books on domestic violence and the Family Justice Center movement. In 2015 he authored “Cheering for the Children: Creating Pathways to HOPE for Children Exposed to Trauma”, a clarion call to all caring people to become cheerleaders for children exposed to adverse childhood experiences (ACEs). In the book, Casey explains why childhood trauma should be the preeminent public health issue in America today and how we can all help change the lives of children for the better. This book was the result of one of Casey’s great personal passions, Camp HOPE America, the unique camping initiative he founded at the San Diego Family Justice Center that is now expanding across the nation. Camp HOPE America is the first specialized camp in the country focused exclusively on children exposed to domestic violence and child abuse. Casey’s newest book, written with Dr. Chan Hellman from the University of Oklahoma, is entitled “Hope Rising: How the Science of HOPE Can Change Your Life.” It is a roadmap to a life-well lived and points the way toward the power of hope in the lives of all those who have experienced hardship or adversity. Casey and his wife, Beth, have three grown children. He is a proud grandfather of three grandchildren. |

Dr. David Lisak is a researcher and forensic consultant who for 30+ years has studied the causes and consequences of interpersonal violence. His work has focused on the long term effects of sexual abuse in men, the relationship between child abuse and violence, and the motives and characteristics of rapists.
Dr. Lisak received his Ph.D. from Duke University and for 23 years served on the faculty of the University of Massachusetts Boston, where he taught and conducted and supervised research. His research has been published in leading scientific journals, and he was the founding editor of the journal, Psychology of Men and Masculinity. Dr. Lisak now serves as a consultant to judicial, prosecutor and law enforcement education programs across the country. He has conducted workshops in all fifty states. He consults widely with universities, the four services of the U.S. Military, the Department of Defense, and other institutions regarding sexual assault prevention and policies, and frequently serves as an expert witness in homicide and sexual assault cases. Dr. Lisak is a founding member of 1in6, a non-profit agency that serves men who were sexually abused as children. Himself a survivor of childhood sexual abuse, Dr. Lisak founded the Bristlecone Project (www.bristleconeproject.org) and directed the documentary, The Bristlecone Project: Men Overcoming Sexual Abuse. |

Julie Germann is a professional speaker, trainer, and consultant specializing in sexual assault, domestic violence, and child abuse. Julie draws on her experience to help develop victim-centered protocols for investigating and prosecuting sexual and physical violence. Julie aids government and non-profit organizations in advancing their knowledge and understanding of all aspects of violence and victim response.
Julie is admitted to the practice of law in the state of Minnesota. She is a 2002 graduate of Hamline University School of Law. She also has a Bachelor of Science in psychology from the University of LaCrosse, Wisconsin.

2023 speakers and program information

Retired Detective Justin Boardman was in Law Enforcement for 15 years, all with the West Valley City Police Department, Utah. Justin co-authored (along with Donna Kelly, Esq.) a Trauma Informed Victim Interview protocol for adult victims of sexual assault. This new protocol uses the Neurobiology of Trauma to gain additional information to be used in the investigation. This process has been studied and has shown to increase prosecutions along with procedure changes.
Justin now presents and consults Nationally and Internationally on a variety of subjects. Recently Justin left active police work to focus on culture change within the community he loves. Justin has been awarded the Utah Visionary Voice Award presented by the National Sexual Violence Resource Center and the 2017 Public Policy Award by the Utah Council on Victims of Crime.
